Adequacy

Based on G.O.Ms.No.2 from the Social Welfare Department of the Government of Andhra Pradesh, here are the guidelines regarding the rule of reservation in promotions:

  • Reservation Percentages: The policy ensures representation for Scheduled Castes (SC) at 15% and Scheduled Tribes (ST) at 6% in all categories of posts across all State Government Departments.
  • Implementation Criteria:
    • Crucial Date: The rule for implementing reservation in promotions is effective from February 14, 2003.
    • Adequacy Check: Reservation is applied only if SC and ST categories are not adequately represented to their respective 15% and 6% quotas.
    • Determining Adequacy: September 1st is the annual crucial date to determine if adequate representation has been achieved for each category of posts.
    • Cadre Strength: This policy applies to all services where the total cadre strength is more than five.
  • Computation of Adequacy:
    • Adequacy is counted for each specific category of posts, not for a department as a whole.
    • Individuals from SC/ST categories promoted based on seniority-cum-merit (without applying reservation) are included in the adequacy count.
    • For SC adequacy (15%), ABCD categorization is not observed; it is based on the total number of SC employees.
  • Roster and Gender Reservation:
    • The 100-point roster used for direct recruitment (prescribed in Rule 22) is followed for promotions.
    • The reservation includes gender-based reservation.
    • For Scheduled Castes, the reservation is sub-category based (SC-A, B, C, D).
  • Handling Vacancies and Non-availability:
    • If no eligible candidate is available for a specific roster point, it is filled by the next group in the SC sub-categories (e.g., if SC-A is unavailable, it moves to SC-B).
    • If a woman candidate is not available for a designated roster point, it may be filled by a male candidate of the same category.
    • If no qualified SC/ST candidates are available in a panel year, the vacancy is carried forward to the next year. In the second year, if still unavailable, it may be filled by other candidates based on merit and seniority, but the vacancy must be carried forward and filled by an SC/ST candidate in the immediate subsequent year.
  • Applicability: This policy also applies to Educational Institutions, Municipalities, Corporations, Boards, and other establishments that follow SC/ST reservation in direct recruitment.

    Based on G.O.Ms.No.18 from the Social Welfare Department, the following information is provided regarding the representation of Scheduled Castes (SCs) and Scheduled Tribes (STs) in promotions:
  • Adequacy Requirements: Reservation in promotions is maintained until a required percentage of representation is achieved in a category: 15% for Scheduled Castes and 6% for Scheduled Tribes.
  • Promotion Process After Adequacy: Once these percentages are met, the application of reservation rules in promotions stops, and further promotions are based on merit-cum-seniority. Candidates promoted during this time are fitted into the roster without earmarking reserved points.
  • Resumption of Reservation: If representation falls below the required percentages on September 1st of any panel year, the reservation in promotions is resumed.
  • Roster System:
    • The 100-point roster prescribed in Rule 22 of the Andhra Pradesh State and Sub-ordinate Service Rules for direct recruitment is followed for promotions.
    • Reservation in promotions includes gender-based reservation.
    • If no qualified women candidates are available for SC(Women) or ST(Women) roster points, those vacancies are filled by SC(Male) or ST(Male) candidates, respectively.
  • Specific Amendments:
    • The requirement for ABCD categorization when computing the 15% adequacy for Scheduled Castes has been deleted.
    • The Annexure and Para 11 (including its note) from the previous G.O.Ms.No.2 (dated 9-1-2004) were deleted.
